For more than 18 years Al Alegre has been involved in the framing of ICT policy and internet governance discourse within a strong public interest perspective in Philippine, Asian, and global arenas. As long-time Executive Director of the Foundation for Media Alternatives (FMA), Al has overseen program and project-based interventions in digital inclusion, Internet freedom, open governance, privacy rights, and gender-fair ICTs.

In 2012, he joined the country’s then newly organized apex ICT planning and policy-making agency, the Information and Communications Technology Office (ICTO), under the country’s Department of Science and Technology (DOST), where he worked in strategic planning and policy development, evolving national frameworks for internet governance, open standards and government interoperability, open data and FOI, and privacy rights/data protection.

He rejoined civil society in 2014, returning to FMA as Executive Director and managing FMA initiatives at the intersection of human rights, digital democracy, and gender equity. Al is Council Member of the global Association for Progressive Communications (APC), of which FMA is a member since 2002.
